File annotation utility?

I'm using XP Home if it matters.

Does anyone know of a utility that will attach info to a file such as the
originating program (Ntbackup for example), type of file (backup), what's
in it (drive D), etc. File properties don't show this amount of detail.

I tried Google using search phrases such as file annotation, file info,
file data, and file notes. The only one that turned up anything was the
last - a utility called File Notes. This seems to do what I want but I'd
use it so seldom I'm not sure it's worth $49 to me. I was hoping for
something free or more like $15 - 20.

I could put a text file with this information in the folder but that
would be a lot of trouble, meaning I probably wouldn't do it often enough
to be useful.

I don't like to use very long descriptive file names because the file
manager I use truncates the view of such long names. I suppose I could
use My Computer but my file manager is much much faster and handier.

You can only add information to comments. And some files will not let you
add any comments.

1. Right-click a file.
2. Click Properties.
3. On the Summary tab, type your comment in the Comments area.

Comments area.

To display the comments you add to files, double-click the folder that
contains the files you want to view. On the View menu, click Choose Details,
and select the Comment check box, and then click OK. On the View menu, click

There are two comments for folders. One is for webview only and the normal
one is from desktop.ini in the folder. A folder must be read only or system
for the desktop.ini to be used. The following two lines are the minimum a
desktop.ini needs to show a comment.

InfoTip=An optional description for the folder that displays in a pop up
tip and web view when selected
