File and Peripheral Access - Permissions

In Windows XP SP2, is there a simple way to restrict a certain user (my 8
year old) from launching certain programs (like iMesh) or using certain
peripherals (like the printer)?

First, before everyone else tells you, there is no such thing as SP2 for
Xp yet. Secondly, if this is XP Pro, then yet, you can turn off simple
file sharing, and then proceed to set access permissions on printers,
files, folders, etc. Just deny access to the user ID that is your
offspring's. If it's XP home, this is harder to do - you can turn off
simple file sharing and set permissions as 'administrator' logged on
after booting to safe mode, but that's a bit of a PITA.
