File access to password protected files

We recently had to complete the non destructive recovery
for our HP Pavilion 700 with the XP version installed.
After completing the recovery all our files are not
accessible. I think it associated with the password
system. Originally these files were created while logged
on as the owner.

Is there a way to disable the password requirement of the
files? Or is the problem something else? I don't have
access to all my application programs and none of the
shortcuts orginally set are no longer functioning.

Any suggestions?
