File Access Denied in C:\Program Files\

I'm not sure if this post should be here.. If it shouldn't please tell me
where should I place it.
I've got 3 adminstrator accounts on my Windows MCE on HP Pavilion. I
installed CA Anti-virus in one of the accounts, then I logged off. Few days
later I was using another admin account, and as I clicked to open C:\Program
Files\CA a message said access denied.
What in the world is the problem?

Tried taking ownership/checking file/folder permissions?

"2. Click the Security tab, and then click OK on the Security message (if
one appears)." It's strange that there's no "Security Tab" in the
Properties. What's up w/ that? Screenshot:

BTW, I use Windows XP Media Center Edition 2002 which is already installed
when my family bought the HP Pavilion.

Perhaps I should have just said, "Read Carefully" without mentioning which
version of Windows XP you might have...

It clearly stated a few caveats long before you get to #2...

"Note You must be logged on to the computer with an account that has
administrative credentials. If you are running Microsoft Windows XP Home
Edition, you must start the computer in safe mode, and then log on with an
account that has Administrative rights to have access to the Security tab.

If you are using Windows XP Professional, you must disable Simple File
Sharing. By default, Windows XP Professional uses Simple File sharing when
it is not joined to a domain.

Windows XP Media Center Edition is Windows XP Professional with a few things
'made difficult' (joining a domain for example) and some added software to
make it "media center".
