What won't let you run FDISK or FORMAT C: ?

Windows XP uses DISKPART rather than FDISK.
Windows XP will not let you FORMAT the drive upon which Windows resides.

To format the system drive, boot from the Windows XP installation CD-ROM.
When given the option, press R to use the Recover Console.

Note: You need to know the password for the Administrator account to use
the Recovery Console.
