You can't.

The Fax Console uses a land line (your regular modem) to connect to
the other end.

Wjile I have never used Windows fax console, I have a fax prog. that came
w/my all in 1 printer,
using DSL should be the same as at any other time. You are still using a
tel. line.
You do need to have at least a std. modem though. If you don't they are
cheap enough.
Just pop it into an open slot, and you should be good to go.

Make sure you filter your modem, or printer/fax, if that's what you use.
Otherwise, you send just like any other fax connected to the phoneline
without dsl or its filters.

You can't fax over a DSL connection unless you use a Internet solution such
as efax or similar web fax service.
You can still use an internal or external fax modem.

Faxes are sent over plain telephone lines. DSL is a digital system
that's used for computer network connections.

I see that the HP-5510 has a built-in fax modem. So I suspect you have
a phone line plugged in to that, and that's what's being used to send
faxes. Your DSL line is connected to the networking port on your
computer. It's being used for your Internet connection, but not to
send faxes.

The alternative would be a web-based system that receives data from
you in some format, and sends it out as a fax.

Both signals are on the same phone line, i.e. the same red and green
wires. The digital DSL signal goes straight through, but all other
phone lines have a filter so the digital signal is blocked. The fax
modem that's part of the printer needs a filter too, so the digital
signal won't interfere with the modem signals.
