Faxing from Outlook XP with cable internet

I am trying to fax threw Outlook XP. I do not have a phone like all I have
is cable modem. I have set all the setting as instructed in the help
comments. It still says no dial tone unable to fax. Can this be fixed or do
you have to have a phone line?

Faxing requires an analog phone line and an analog modem that supports class
1 or 2 fax. There are Internet Fax Services you can subscribe to for a fee,
but they only integrate with Outlook 2003 or 2007, not 2002.
