That should work fine, as long as it's connected properly with a standard
phone cord to a working analog phone line that gets a dial tone.
The fact that your phone service is digital may not matter, if it's
converted from digital to analog at the cable modem.
This is easy to test with an ordinary phone. If such a phone gets a dial
tone, should be OK.
I have as I mentioned Time Warner Road Runner with digital phone.
Actually I don't believe that you mentioned the digital phone service.
That can be an issue, but it also may not be.
If you can use any ordinary phone with the service, you should be OK. If
you have to use special digital phones, there could be a problem.
do you think if I connect a phone line from my tower to the cable modem it
might work?
Test this to find out.
Connect a standard analog telephone, no matter how cheap, to the phone port
on the cable modem. All that matters is that the phone isn't broken. If
you get a dial tone, yes, it will probably work.
If you don't get a dial tone with a standard analog phone, you can't fax
with your PC's fax modem or a standard fax machine.
Time Warner says that a fax machine will work with the digital phone
service:

The issue is the phone line with dial tone. Not all digital phone
services provide this. It looks like yours does.
If you can't get a dial tone with a standard phone, a fax machine will not
work either.
In some cases with digital PBX phone systems you'll see in offices, analog
line cards have to be installed to allow standard modems, which are analog
devices, to fax.
If you don't get a dial tone with a standard phone, contact your telephone
service provider, and ask them how to configure their service to send
faxes. You may need extra hardware.

You have to get to the point where a standard analog telephone gets a dial

Once that's done, simply connect that cable to your PC's fax-modem, and you
should be able to send and receive faxes.
If the modem speaker is on, when you click Send, you should hear a click,
dial tone, then dialing, then handshaking (the back and forth static
sounds). Usually modems are set to shut off the speaker once the
negotiation is complete and connection is made; sometimes they are set to
have the speaker off entirely. It's sometimes helpful when setting up to
have the speaker on. How you do this depends on your modem.
