Fax Outlook and WAB

Is there a way to fax, after Outlook is installed, and use WAB as the fax
default?

You did not state what app you are using to Fax. Check if it will
give you access to the Address Book???

Just reset the default Contact List Manager for your OS from "Outlook" to
"Address Book" in Control Panel > Internet Options > Programs.
