fatal error

hey everyone i need help when starting windows i get a error message that
goes like this

Fatal excution engine error (0x7921baca)
i then hit the ok button and i get this
client application framework.exe-common language
application has generated a exception that cant be handled
it then asks to hit ok to terminate or cancel to debug so i hit cancel and
it tells me than no registered debugger is availale can someone help me?? if
