Fatal error Ox7926FCD8

I am trying to reinstall HP Officejet 5510 and keep getting a fatal error
0x7926FCD8 and cannot install. HP said this a Microsoft problem.
 
Is this error coming up as you attempt to install the HP software?

If so, try the following.
1.Disconnect from the internet [unplug the cable modem / DSL modem}
2.Turn off / disable your anti-virus software
3.Switch off / disable System restore
4.Attempt to install the software [if suucessful]
5.Plug in the 5510 and test it
6.Reboot the PC
7.Make sure AV software is running
8.Re-enable System Restore

To turn off System Restore
Open System Properties.
To open System Properties, click Start, click Control Panel, and then
double-click System. In the System Properties dialog box, click the System
Restore tab.
Ensure that the Turn off System Restore check box is selected.

To turn on System Restore
Ensure that the Turn off System Restore check box is cleared.
