Fast connection but slow AV

I am completely stumped. I am only getting two or three frames per
second on MSN Messenger video conversations--jerky audio--and warning
from Messenger that I have a slow connection. I've checked everything
that comes to mind, namely:

1. updating router firmware (router is D-Link DI-684--UPnP is enabled)
2. removing router completely and connecting directly to my ISP.
3. checking connection speed at bandwidthplace.com--4 megabits/sec.
4. testing messenger video with other machines on my home router
LAN--fine--no problems!

So something is wrong with my machine that is affecting Messenger's
transfer speeed but I can't figure out what it is. MSN Messenger video
conferencing was always rather slow and jerky on this machine but has
recently become much, much worse. The only thing that has changed is
that I updated all my drivers. Drivers were manufacturer final
versions, not betas.

System is home-built Intel Pentium-4, 2.4 Ghz., 512 Mb. RAM, ATI Radeon
8500D video board. XP firewall is disabled--I do all firewalling and
forward a few necessary ports at the router.

Everything else, including video capture and editing from other sources
is working just fine.

Does anyone have any ideas on what is going on here and how to solve it?
