Fan won't shut down

I've installed XP upgrade over Me and now the processer fan won't shut down. I remember having (and fixing) this problem before, but I can't remember what the problem is or how to fix it. (If it means anything...in Windows Task manager;Processes..."System Idle Process" shows CPU at 99...everything else at 0...)

Focus on the meaning of 'idle'...this has nothing to do with anything...
 
IDLE....Not working, eh?

Still don't get where you're going with this....
