fees, time of arrival, hotel bill to determing the impact, reciepts,

Most likely you'll need to build it yourself; I doubt that there are
any such customized databases just sitting out there waiting to be
picked up.

Sounds easy enough though; you'll need a table of People, related one
to many to tables for Travel, Expenses, and Transactions (receipts and
disbursements in one table), plus whatever other features you need.
One form with a couple of subforms would be enough to maintain these
tables I'd think.
