Failure to load start up menu and desktop icons

After a normal shutdown of WindowsXP home edition, on startup, the start menu and desktop icons will not load. Using Task ManagerI can access all disk contents and many of the programs function including netwrok links. However, I can receive internet messages about updates but Internet Explorer will not load. Outlook loads but will not connect to server. All disk programs can be viewed but cannot access Control Panel. System restore accessed through cmd/msconfig functions but system restore program will not load. Anyway to restore start program etc.

Open task mgr.,new task,type:cm
In cmd type:Sfc /Scannow When the bar graph starts,install xp cd,exi
the info page,when its thru,remove cd,type:CHKDSK C: /F Agree to restart,the
type:EXIT Restart computer,also,run DOS window in Min.,sometimes the grap
runs behind it the first run.If this doesnt fix it,you have a corrupted user account
create a new one.
