Windows XP Failed Update

Seems everytime i turn on my pc i get the updates ready to install icon come up. But when i try to update it, it fails, the update is; Security Update for Microsoft .NET Framework, Version 2.0 (KB917283). Is this an important update?

I can turn the automatic updater off can't i?
 
If its a Security Update, then it is important to install it.

You can turn off auto-update via Security Center within Control Panel, and set it to just inform you of updates but not download - then go to Windows Update and download manually.
