"Failed to parse tools definition file"

A user in our company is getting this error message when
opening Internet Explorer. The page will load after he
clears the message, but he'd like to get rid of the
message.

Any ideas?

This may be caused by a third-party program (adware, spyware, parasite).
Get AdAware and SpyBot and run them both. Keep them up to date.
