launching internet explorer

When I attempt to launch internet explorer from the
desktop,taskbar, or an address from outlook express,
i get a box with a message "failed to parse toolbar
definition file". when i click on the o.k. prompt or
simply close the box, my internet explorer launches.
what is this message and is it fixable, or how do get rid
of this problem?
