failed to load/missing icons

I am unable to open the personalization window or control panel. I get a
"the page failed to load." message. Also, I am missing numerous icons on my
desktop and while using windows explorer, i.e. my computer, recycle bin,
shortcut arrow and folders. Instead of the default icons being displayed, I
get a generic icon in it's place.

I tried rebooting and I've also tried restoring back to a previous date.
It's like the icons are all deleted.

Any suggestions on how to fix this?
