Failed to load control 'PiracyProtectorOCX'

I recenty started to get this error message when XP home edition loads.

"Failed to load control 'PiracyProtectorOCX' from . Your version of may be
outdated. Make sure you are using the version of the control that was
provided with your application"

I suspect it was some type of spyware that got removed and somehow
damage the XP registry.

I ALREADY TRIED:

Doing a system restore
Restoring from back up
running several differente flavors of Anti-spyware program
Adware 6.0
Microsoft Anti-Spyware beta
yahoo Anti-Spyware
Zone alar Anti-spyware
Norton Antivirus-Anti-spyware firewall.
Registry Mechanic etc.

None of this work. Someone recommended Registry Killer. I never heard of it
nor I could find it.

I STILL MIGHT TRY:

Doing a XP Repair booting with the XP CD and selecting R etc.
and reformating the drive... but before I go that route....

I was wondering if anyone else has seen this problem and most importantly....
how they got ride of it.
