Failed to extract dll_.ini from binary table.... HELP

All of a sudden I am receiving this message when trying to execute a program which has been on my computer and run perfectly fine before. I tried to uninstall both by using the uninstall included & by going through the add/remove programs. I have also deleted the refereced information in the software portions of the registry. When I go to reload the program (or install any new program) I get the same error message. What is going on?
 
See if this helps:

Go to Start/Run and type in:
msiexec /unregister [click ok]

Then Start/Run and type in:
msiexec /regserver [click ok]
