FAILED connection to Logical Disc Manager Service

Iam working from a University Lab and the Admin has disabled some user
rights.
So when i try to access the logical drive manager, i get the error:

FAILED connection to Logical Disc Manager Service

My admin is being a bit arrogant when i talk to him.
Is it possible to reactivate it without having to talk to the admin.
Plaese help.
 
If you feel that there is a problem with your administrator
then you should discuss the matter with your boss and
explain why you should be given access to this service.
He will then take up the matter with the administrator's
superior.

I also recommend that you post further questions on
this subject in a general Win2000 group. I don't think
it has anything to do with networking but everything
with user rights.
