Extracting data from a registry

I have the hard drive from a system (motherboard) that failed.

I need to extract some program settings data from it's registry.

How can I use Regedit or another tool to look at the registry of a
system other than the system that is actually running? The hard drive
from the dead system is connected to another system using a USB-to-IDE
adapter. The hard drive is fine, and although it was a WinXP Pro
system, the partitions are FAT32, so there are no security issues or any
access or privilege issues.

No, that doesn't work. That is for accessing the information of another
user on the same computer. Here, I want to access and edit (really only
export) the information on the disk drive of another computer entirely.
I did play with it, but it does not appear that this is possible using
those particular instructions (although there might be another way to do
it).
