Is there anything I can do or is this problem a "feature"?

What kind?

If serial cable, you're stuck.

If USB, this should not be the case, check with the
manufacturer.

It's a feature.

Do a search for new hardware and the OS will install it.

Then this is expected behavior and nothing
can be done about it. XP can't initialize what
it can't see when starting up. The only other way to
"see" it after boot is to go to Device Manager, right-click
the My Computer icon and select "Scan for Hardware Changes."
