External HD "Offline" ??

I just went to System restore to check that SR was turned off for this drive
(Maxtor 200gb 1-Touch ll USB) and it says that the drive is offline...weird.
I can access my backup files on it with no problem.
Never seen this before.
Any ideas why SR would say that?
Disk Management says it's healthy and working properly.
