extension limit

not sure if this is in the right place, but here goes.
I tried to play I game and I got this messages:
Cannot obtain procedure: wglGetExtensionsStringARB"
"Render failed to create because:
OpenGL extension is not supported: GL_ARB_texture_compression
OpenGL extension is not supported: GL_ARB_vertex_buffer_object
OpenGL extension is not supported: GL_ARB_texture_cube_map
OpenGL extension is not supported: GL_ARB_vertex_program"

"Cannot create renderer"

"cannot initialize game"

So I asked about it in the forums and I got a reply:
The message "cannot obtain procedure:wglGetExtensionsStringARB" probably
means that you enabled 'extension limit' in your video driver settings. You
need to set the 'extension limit' option to off.
To set 'extension limit' option to off go to the nvidia control panel,
select 3d settings and then find 'extension limit' option and turn it off.

Now how do I get to the 3d settings? And by nvidia control panel he's
meaning the control panel in the 'Start' menu, right?

Start>Control Panel>Nvidia Control Panel>Manage 3D settings>Global Settings.
