Exporting Outlook Express Address Book to Outlook

I can do this, but the procedure has a major shortcoming. I have folders in
my Outlook Express Address Book to put contacts into categories. When I
export to Outlook, the Main Identity's Contacts get exported to the Outlook
Personal Address Book, but the contacts in the various folders under Main
Identity's Contacts in OE's address book do not get exported.

So, the export procedure is not nearly as helpful as I would like. Is there
some fairly efficient way to also export the folders in OE's address book
into separate folders or separate whatever in Outlook?

No. You should move all Contacts into your main folder if you want to import
them.
You should never try to export to a PAB. Import from Outlook.

Hmmm, then why is the option to export to a PAB, in OE? And, why is the
procedure of exporting from OE to PAB explained on Microsoft's website at
http://office.microsoft.com/en-us/assistance/HA010919601033.aspx?
