You have to do on a machine that has Outlook. There is no way known to
import directly from a pst file to Windows Mail unless you have Outlook
installed.
You can take an old machine with XP and Outlook and export the messages to
OE on that machine and then import from those exported messages into
WinMail, but there is no direct way unless Outlook is installed on the Vista
machine.
