Exporting and Importing Rules

Can someone please explain why when I Export my Rules and
then Import them back into a new system that the rules
show up but none of the e-mail addresses that I have set
rules to (blocked) are transfered into the rule groups
themselves?

I have tried this on several system and the same thing
happens. Are there no way to move the list from one
machine to the next?

Probably because you didn't copy the adult senders and blocked senders lists to the new machine. THey're separate files. See http://www.slipstick.com/config/backup.htm
