Which version? Maybe following articles are helpful:
http://www.slipstick.com/outlook/ol2007/slow.htm
http://support.microsoft.com/kb/940226/en-us
but OE reported that it can't import the outlook address book...

If your contacts in Outlook still exists you can do following:

Go to the Windows registry and navigate to the key

HKEY_CURRENT_USER\Software\Microsoft\Wab\WAB4

There create a DWORD-Value name "UseOutlook". Then doubleclick the value
and type a 1 in the value-field. Restart Outlook Express and the content
of Outlook's standard contact folder should appear.

I don't recommend using the hack if the user does not want to use outlook -
it will cause outlook to run every time OE is opened.

I don't have a Windows XP install handy to check but the Vista version of
the address book supports importing from Outlook. It can also import CSV
files - so at most you could export from Outlook to CSV and import the CSV.

Export your Outlook Contacts as a csv file and import that

Only for Outlook 2002 or earlier. It doesn't appear to work for OL
2003/2007.

At least on my computers it works for Outlook 2003 without any problems
;-).

Good. I was sure I tried it with OL 2003, but it was a while ago and maybe
I didn't.
