Does Windows XP have Explorer like Windows 98/How do you access it.?

If you speaking of Windows Explorer just click Start, All Programs,
Accessories and there it is, Or you can right click on the start button and
left click on explore or you can depress the windows flag key and hit the E
key.

Yes. Go to Start, select All Programs, select Accessories and select
Windows Explorer.
