when trying to open control panel, explorer crashes,
I have installed sp4 but still the same. If you change the display settings
it then works but reverts back to not working after a reboot
 
You need to run some spyware removal tools. You have a shell extension installed. Get rid of it.

HijackThis
BHODemon
Adware CE

are good such tools.
