explorer wont let me delete

I was trying to decompress an avi fie with avidecompressor, which i've used
successfuly before, but I changed my mind halfway through and exited the
program. The remaining file is about 4.5 Mb and explorer wont let me delete
it telling me its being used by a program. no programs are running
(according to task manager), of course there are a multitude of processes
but none of them are taking any cpu usage
i've tied the command line window and get the same result, being used by
another program.
the computer hard drive seems to go berserk for a while after i try to
delete, and the computer is slower.
i have watched the processes when trying to delete and nothing changes,
system idle 94-96%, explorer, 1-2%system 1-2% task manager 1-2%.
I have also tried renaming the file , same result, i tred divfix 'thisis not
a avi file'
any ideas?
ps, sorry if this is not the right group, if thats the case can you point me
in the right direction
