explorer pop-ups

hello everybody,
I have this problem: my win XP home is not opening any pop-up windows. For
example: if I use the "open in a new window"command from the context menu,
it doesn't work. Obviously, every link in a web page that opens a new window
wont work either. Please, if anybody can solve this problem I would be more
than thankful.
 
You may be able to resolve the issue by resetting Web
settings in Internet Explorer.
Tools, Internet Options, Programs
"Reset Web Settings"

Also look at:- Tools>Internet Options/Advanced/Underline Links.
