Explorer Mouse incapsulation outline error

Not a serious problem and there is most likely a simple answer.
The Mouse trail on the desktop is painted for a random and distance and
at some random point ceases to work on that encapsulation, and the
dotted rectangle remains on the screen.
Is there a way to reinstall the program (Explorer).
I have tried closing and reopening the Explorer through the Task Manager
and that doesn't seem to have any effect. I have also tried SFC and in
fact, in the past tried an Inplace Upgrade or Repair Install.

There's no way to reinstall Windows Explorer separately and it probably
wouldn't help if you could. Have you tried updating the video and mouse
drivers?
