Explorer Lags

Ok i just came back from reinstalling windows on a fresh
hard drive and i just finished fully updating windows. My
problem is Windows Explorer is lagging VERY BAD. When
moving windows, folder, and more around the desktop it
lags bad and it is really annoying. I am running a 16.ghz
p4 with 748mb or RAM and a 128mb Nvidea Gforce
(something) video card. I was using these hardware
settings before reinstalling windows and it worked just
fine....i have no viruses or anything and my cpu usage
rate is only 8%....any idea what could be causing this?

Did you install all of the necessary drivers? If not, you should
right-click on My Computer and select Properties. Hit the Hardware tab and
then Device Manager. If you see any symbols in front of any categories
listed other than a plus sign, then you have a problem with that device.
Likely in your case, the problem is only that a driver is not installed.
You can double-click each problem device and it will indicate the problem
but doesn't necessarily tell you how to fix it.

To re-install your drivers you should first check to see if you have a
drivers cd that came with your computer. If so, insert the cd and run
whatever driver setup programs you find that apply to your system. If you
bought your computer with an earlier version of Windows and then you
upgraded to XP, then you can use the cd as a coaster as it is no longer of
any use. In that case, you should go to computer manufacturer's website and
go to the support section. Search for available drivers for your model,
download them, and install them. If your computer is custom built and there
is no manufacturer, then you will have to get the manufactuer's name and
model number of each board and/or device in your computer except for drives.
(floppy, hard disk, cd, etc..) Then go to their website and download the
appropriate drivers from each of them.

This may not be the cause of your problem, but I suspect that it is.
Regardless, after installing Windows, this must be done for your system to
operate correctly.
