"EXPLORER.EXE unable to locate UxTheme.dll" ??????

Ok...I had what i thought was a healthy smooth running computer.....Then I come home from work to see error message box that say "EXPLORER.EXE unable to locate UxTheme.dll" ??? This happened by itself with no use??..Well, I rebooted a million times and it gets past the WELCOME part...but this box pops open just as the desktop loads...There are NO icons and no taskbar...no keys work..!!! No task manager available either !!
I tried SAFE MODE...and that is a NO GO!!
The ONLY thing I can do is a F8 into SAFE MODE with COMMAND PROMPT.....
Well...I am "toast" for now ...Any suggestions..
Could I do a "roll-back" from Command prompt????? Or do I find another copy of this .dll and copy it to the directory?
How on earth did this happen??? I swaped out the hard drive with an od one with WIn2000 that I am using right now.
ANy Help or suggestions would be appreciated..

Hi.
Yes...I have the latest service packs installed..as of 4 weeks ago...
I went XP by way of Command Prompt....I did a "rstrui.exe" and rolled it back a week and same problem occured...Then I went on an expedition into the dllcache and system32...and I could not find any files by the name of UxThem.dll....So I am unable to copy from one directory to another..... So should I have someone Email me a copy of this .dll file?? SO I can install it in the sysytem32 and cache folders?????
I am totally baffled on whythis happened when I did not add any software to this computer and did not make changes to what was a perfectly running system...
ANy suggestions would be appreciated ...
