explorer.exe not running on login

I have been experiencing some issues with explorer.exe not running on
login - I have seen plenty of posts about malware etc, and check
certain reg keys and rest assured, all is well and no virus or malware
present.

This happens occasionally and to random users - systems are XP SP3
with IE7.

Any guesses?
