explorer.exe is not running when my pc enter windows xp sp2

Hey guys since a couple of week we have a lot of pc that the file
explorer.exe is not running when they log on into windows xp sp2. Because
of that, the users dont have the icon on their desktop and the start menu.
They have to logof or press ctrl-alt-del to start a new task "explorer".
And the problem is not always their. Sometime they have it and sometimes
everything is working fine

Any ideas what to do
