I have shut down the firewall but still no go.

Again and again, people are reporting very similar problems
with Windows Explorer. From the number of similar reports
I'm guessing there are at least a couple of lurking bugs in
Windows Explorer.

Try booting in safe mode, see if that works.
Try creating a new user, switch to the new user, see if that works.

One or both these seem to have worked for some folks. They aren't
a solution but they might provide clues about what works and what
doesn't.

You can escalate to Microsoft support
support.microsoft.com/windowsxpsp2
and give them all the details you can.
When I did this they concluded "some file was corrupted and I
was to repair windows=put it back to the original state and
reinstall SP2 in Safe Mode, twice." Before I did this I found
the new user work-around worked for me, that makes the corrupted
file diagnosis a little less likely. I asked them about this
and have heard nothing from them yet.

(or if you want to try what has been suggested a thousand times
in the newsgroup, see if it is viruses or spyware or you just
haven't defragged the drive enough times for a miracle to occur)
If you find these actually do something for you please let others
know, but thus far nobody seems to have reported this.
