Explorer Error MSHTML.DLL in Windows ME

I have IE.6 browser on my Windows Millenium PC. I get
error MSHTMDL.DLL when trying to open the Browser,
Outlook Express, Windows Explorer or My Computer. Hence,
I can only work in Safe Mode, and have tried to use the
Add/Remove option to repair or reinstall the IE.6
Browser, but no luck. Also ran Spybot and Ad-Ware, but to
no avail. Please kindly advice on what to do next. Thanks.
 
Are you sure the file is MSHTMDL.DLL?
No such file found with Google.com
 
Yes, the displayed error each time is MSHTML.DLL. I get
this error when I try to do anything in Windows.
