Explorer doesn't work

I have installed xp sp2 in my pc. it's working fine but when I start Internet
Explorer it doesn't work giving me a message that 'explorer can't work due to
some security reasons'. I have reinstalled the os but facing the same problem
again. You please note that I have a broad band internet connection. Please
help me to solve this problem. Thank you.

clear history, delete offline content, delete cookies, set security level to
default, restore defaults in IE

if that doesn't help, follow the instruction below:
1) Try another browser - if you can download it to a usb drive.
2) Try browsing with the domain's IP - if no, go to 3
3) Can you ping the domain - if not ,go to 4
4) Can you ping the IP - if not, go to 5
5) Are you on a router or is your pc connected directly to your Broadband
modem?
6) If you are on a router, bypass the router, reset the power of the modem
7) Are you getting a valid IP Address

also, let us know what exactly the IE's error message is.
