explorer doesnt load for domain users

an office computer had problems, so i fdisk-ed it and
reinstalled winXP pro. now, domain users logging into
machine have no desktop icons, start bar, nothing except
solid blue (not BSOD)! ctrl+alt+del from there comes up
normal, with choices for taskmgr, logoff, shutdown, etc.
admin accounts (domain and local) load properly. taskmgr
said processes not running for users (but do for admins)
are userinit, devldr, and explorer! why? there are no
group policies set on the server cuz i'm not familiar
enough with them! :) and anyway, we have other XPPro
workstations that dont have this problem. thanks in
advance.

Log in as administrator and check the event logs.

Are you using roaming profiles? Can you temporarily disable roaming profiles
for one of the users and log in as them successfully?

i did and the only thing remotely interesting is in its
Application section: "sec policy in group policy objects
has been applied successfully." but i havent set anything
in any snap-ins, so the the policy would still be the
default. and we dont use roaming profiles. but i went
into gpedit.msc and found "use local profiles" and enabled
it, to be sure, but didnt help. other thoughts? thanks
again...
