Explorer does not start after SP4 on W2K server"AssocIsDangerous" on SHLWAPI

I installed on my w2k sp3 the blaster patch with no problems. After rebooting I installed SP4. Now I do not get any start button after logging in, the explorer.exe does start and finish immediately, event log shows nothing suspicious, internet explorer.exe does not run. The Opera web browser does run. Task manager, when trying to run a new process shows an error before running the process.
The error is: "The procedure entry point AssocIsDangerous" could not be found on SHLWAPI.DLL. I tried to reinstall Ie6 because this dll is part of it but to no effect.
Any idea? SHLWAPI.dll is 289'552 bytes (w2k in english), date 19.6.2003 21:05
