Explorer does not display properly

My I.E. 6 widow is half off the page. And I can not move it with the blue bar. The explorer window is 3 inches lower than normal and I can not read the bottom half of screen. I am able to view in full screen mode, but this does not allow you to see the explorer tool bar or other windows. How can this be resized?
