Explore & Scrolling

Hello, I want to be able to hover the mouse pointer over a pane in Windows
Explore and then be able to scroll up or down within that window using my
mouse scroll wheel, even if that pane isn't active (I have left a file or
folder selected in another pane in Explore). Can this be done in Windows
2000, or is it not possible by design? Thanks.
 
This may not be default mouse behavior. You can use Microsoft Mouse (if you
have an MS Mouse) to specify what parts of the mouse have which function.
 
The "Active Window" has the "focus" this means that "mouse actions"
other than "select" and "keystrokes" will be directed there. Why would
you want input to NOT be directed to the "Active window"?
