Explore.exe Process 100% CPU

Hello I have this problem where I start up my machine and
everything takes ages to load up and when I go into task
manager it says that the System Idle Process is at 00 CPU
Usage but Explorer.exe is at 99% CPU Usage???

Has anyone ever had this problem before? If so how can I
get round this or is there anything I can do?

Does it do the same thing in Safe Mode? If not, you might try using
Msconfig.exe from a Windows XP machine to see what kinds of things are
running at system startup.

I have the same problem, and YES, it still does it in safe mode. Could
you please offer assistance if this is the case?

Explorer.exe climbs to 95+% while trying to load desktop, takes
forever to get the desktop to appear. Even if I kill explorer.exe and
restart it, same thing. The version of msctf.dll and msutb.dll on my
system is 5.1.2600.1106 and the date is 8/29/2002, newer than the date
listed in the KB article describing this problem. All critical
updates have been applied, all spyware removed, antivirus not running
because the system never gets to the desktop.

PLEASE HELP!
