Expanding a file

I have a file that is accessed my many people. When I tried to open the file
today it is not able to be maximized so that I can see the entire screen.
Does anyone have any suggestions as to how I can get this file to maximize?

In xl2003 menus:

I'd open the file
Window|arrange|tiled
and resize that window the way I wanted.

If the window couldn't be resized, then I'd make sure that the workbook is not
protected.

Tools|Protection|Unprotect workbook
(Protecting the workbook with the Windows option checked would "freeze" the size
and location of that window.)
