I would like to have a exe file run before anyone can log
in but cannot figure out how. How do I get a file to run
before the login screen comes up?

The .exe file would be held on the OS so the OS would
have to be booted to access the file.
If it was held in a partition below the OS then it would
have to be bootable and then it would have to give you
access to your OS after it has run.
A few programs such as partition magic and drive image
let you make rescue discs which you can boot into and
they run in DOS.This may be an avenue to investigate.
Sorry I cant help you any more than this.

Under XP Pro you can run a startup script.
