exe not working in xp pro

Occasionally programs will not work on my Win XP Pro machine unless I
reboot. I double click the short cuts but nothing happens. I can open a
process viewer and see the exe for the program, but it is not up and
running. Anyone else have this problem, and what can I do?
Any help is appreciated.
